Aleut to Help Aggregate Actionable Intelligence for Government Agencies
September 2022
COLORADO SPRINGS, Colo. – Aleut Information Technology, LLC (Aleut) was awarded a contract by the U.S. Air Force to provide maintenance, development, and support service for its existing Open Architecture Distributed Common Ground System (OA/DCGS) and Forward Processing Exploitation and Dissemination (FPED) platform – the United States’ primary visual data aggregator for military intelligence.
“We want to help analysts provide better output to their agencies,” said Aleut Federal’s Vice President of Technology Services, Geoff Vaughan. “We know how critical it is that information be processed and distributed efficiently and accurately. Aleut will continue to generate software updates at a quick cadence, adding capabilities that improve the functionality of the platform, and empower operators.”
FPED is a platform which takes a broad range of data including video, geospatial intelligence, photographs, and more, collected by aircraft in the field and exploits the data using subject matter experts located across the globe. Those experts then take the imagery and identify items of interest (e.g., weapons, vehicles and troops). The annotated files are then disseminated to subsystems operated by external government agencies such as the Army, Navy and Marine Corps, who use it to generate intelligence reports on the status of the regions.
Under the newly awarded contract, Aleut will continue to support various sites within the FPED network to perform software and hardware updates and training, working with operators to learn what features and functionality options they’d like to see in future updates. Aleut uses human centered design principles to research requirements and make User Experience (UX) improvement recommendations for government approval.
This contract has a potential duration of three years – including one, one-year base period and two, one-year options. Aleut will partner with the incumbent, MetroStar. Aleut is proud to retain the original subcontractors and key members of the original project team, ensuring a seamless transition.
FPED brings unique capabilities to the DCGS community that they can use to provide better intelligence to our troops,” said Vaughan. “Aleut is proud to facilitate these efficiencies in support of our military.”

Aleut Awarded Athletic Facilities Improvement Contract for Indigenous High School
April 2022
FORT WINGATE, N.M. — Aleut Federal, LLC subsidiary, ARS Aleut Construction, LLC (Aleut) was recently awarded a task order by the Bureau of Indian Affairs (BIA) to build/upgrade sports facilities at Wingate High School (Wingate) in Fort Wingate, New Mexico. Aleut’s work will help provide equitable conditions for female athletes and improve the recreational facilities for Native American students in grades 9 through 12.
The task order, awarded under Aleut’s existing BIA National Multiple Award Construction Contract, will include an upgrade of the existing football field and construction of new softball and baseball facilities.
Aleut will replace the existing football field with synthetic turf, replace bleachers to provide for 1000 spectators, and resurface the running track. The synthetic turf will result in significant cost savings in water and provide a safe surface area for practice and athletic competition. In addition, Aleut will provide Environmental Assessments and Cultural Resource Compliance during the 150-day period of performance.
Since 1991, athletes participating in Wingate’s softball and baseball programs have done so without a field. The new construction will provide equity for female athletes who, in the absence of proper facilities, have been forced to practice and play in the school parking lot or gymnasium. Aleut’s efforts will allow the currently underserved female athletic program to practice, compete, and add new sports using first-rate new facilities.
“As an Alaska Native-owned Corporation, we feel a unique connection to this project’s mission,” said Thomas Alexander, General Manager of ARS Aleut Construction, LLC. “We are committed to investing in future generations and improving the lives of Indigenous communities nationwide.”

The Albuquerque Job Corps has already demonstrated it is able to provide safe and healthy residential living and serve students effectively despite COVID. The campus has protocols and policies in place to track COVID symptoms, test, and prevent an outbreak.
“The past two years has been trying for all of us. This time has also shown us that Job Corps’ dedication to teaching trades to young people has made a big difference not only in the lives of our students and their families, but in the lives of Americans reliant upon the work Job Corps alumni have been trained to do,” said Byron V. Held August 24-25th in downtown Anchorage, Alaska, the annual regional conference, which offers educational sessions, matchmaking, networking, and resources for Small Business Administration (SBA) certified minority, aspiring and current 8(a), and HUBZone businesses, among others.
In addition to networking with other 8(a) program participants and participating the Inaugural Golf Tournament, Aleut attended sessions by local Alaska District SBA office and John Klein, Associate General Counsel of the SBA to learn about legal and regulatory updates with the potential to impact the enterprise.
The most critical development included an announcement from Bibi Hidalgo, Associate Administrator for the Office of Government Contracting and Business Development of the SBA which, in consideration of the ongoing challenges of COVID-19, introduced a suspension of the bona fide place of business requirement for 8(a) construction contracts through September 2022.
Prior to the announcement, for purposes of 8(a) construction procurements, SBA’s 8(a) Business Development Program participants were required to establish a bona fide place of business, meaning a location where a participant regularly maintains an office that employs at least one full-time individual, in a specific geographic area, in order to be awarded any construction contract through the program.
Alaska Native Corporations (ANC) have been lobbying for changes to the bona fide place of business requirement for years, citing the outdated regulation impedes the ability for the minority-owned, disadvantaged businesses to expand construction operations without incurring significant costs to establish and maintain offices throughout the country.
“Although temporary,” said Martin Hanofee, President of Aleut Federal. “This acknowledgement of the burden the bona fide place of business requirement places on small businesses, feels like a huge win for ANCs.”

USACE Savannah District: FBSB-86 Pesticide Remediation And Building Demolition – Former Pesticide Mixing And Storage Area, Fort Benning, GA
January 2020 – AAC has been awarded a sole-source contract from USACE Savannah District to address remaining DDT contamination in the soil for a site at Ft. Benning, Georgia. Historically, the project area was used by the Entomology Division of the DPW for mixing and storage of numerous pesticides and herbicides used across the entire infrastructure of Ft. Benning. In 1997, another contractor removed most of the contaminated soil around Building 267. Excavation activities could not be conducted near Building 267 because of concerns of collapsing. In 2004, a Corrective Action Plan (CAP) was approved by Georgia Environmental Protection Division stating when Building 267 is demolished, the contaminated soil around the building will be excavated and properly disposed offsite. Building 267 is now scheduled to be demolished, which will be accomplished in the first phase of this project.
AAC will completely delineate the area of excavation via Direct Push Technology borings at 3-foot horizontal spacing around the area previously delineated by USACE. Delineation results will define the extent of contamination before large diameter auger (LDA) activities. Based on the results of the delineation, AAC will design an excavation plan using a LDA to perform the excavation. All DDT-contaminated soil will be transported off-site for proper disposal. The LDA excavation will allow deep excavation (surface to 40 feet below surface) of pesticide impacted soil with minimal disruption to base operations. In addition, the LDA excavation prevents jobsite health and safety issues caused by open excavations, cave-ins, sloping, shoring, and removal/replacement of overburden.
