As an Air Force officer, distinguished graduate of the United States Air Force Weapons School, and civilian program manager, he has demonstrated performance in leading large-scale organizations of hundreds of personnel while delivering exceptional performance to his stakeholders. Jay holds a Bachelor of Science degree from Embry-Riddle Aeronautical University and a Master of Business Administration degree from Webster University.
